As a traveller, the beauty of the vast landscape, the abundant wildlife, and the welcoming smiles in every community we visit are positively enchanting. We are transported, both literally and figuratively, to another world, a world carved by ice, anchored by rock, and populated by many animals and few humans. But we should also be reminded that this part of the world, so different from what most of us call home, is an integral part of Canada. As such, Ottawa makes decisions on how the people of the Arctic should live, regulates their livelihoods, imposes school curricula, controls subsidies, and calculates hunting quotas.
